On Sunday, March 27th, Governor Cuomo, Senate Majority Leader Skelos and Assembly Speaker Silver announced a three-way agreement on the 2011-12 State Budget, which will total $132.5 billion; approximately 2% less in spending than the 2010-11 enacted Budget.
The Legislature began passing the Budget Bills over a two day period in an attempt to pass the budget early. The Legislature approved portions of the spending plan dealing with transportation, economic development and the consolidation of government agencies on Tuesday night. The remainder of the Budget Bills, including Health, passed throughout the day and night on Wednesday, March 30. This marks the first time since 1983 that the Governor and the Legislature passed an “early budget.” If agreement had not been reached, the Governor planned to impose his own spending plan using emergency bills if the Legislature had not agreed to pass his budget on time.
